He said no sports without students on campus. That doesn't mean that universities are keeping classes open so they can have sports. That's laughable. Football is probably the very least of their concerns. It's kind of hard to have chemistry or physics or biology or geology programs without labs; there are a myriad of reasons colleges need to have students on campus other than sports. The Athletic Departments are going survive whether football is played or not, their operational costs are a result of them actually playing. If they do not play, the cost other than staff salaries go away.
