the vehicle/driver.
From my understanding they got a hit on a license plate scanner. Shìt happens. Technology isn't perfect. Is technology racially biased?
Just yesterday posted a link to an article where a woman complained because she was treated like a criminal during a stop. The bodycam video showed the officers treated her respectfully and later investigation revealed, dammit, she was a criminal who used a stolen credit card number to rent a car and then never returned the rental and told police she was just driving it--it had been rented by a friend.
So she SHOULD have been removed from the car and cuffed instead of the treatment she got.
