congressional term limits. The elders do form lasting partnerships that can usually pull more pork in for their district.

With that said, that argument usually fails--exhibit 1--Clay. Most, not all of them, turn into bigger pieces of shiite than they were when they were first elected. The additional taxpayer money they pull in goes to their cronies.
