by the Federal government being there...it gave states the cover to do exactly what they did...in fact, it actually encouraged them to do it.

Because the Fed has limitless money to come from.

Here is a better analogy.

If your kids has no money and you become fiscally responsible for his actions...and you have a history of bailing him out, do you think he cares if he breaks your neighbor's window? as the father, you will pay for his damages...except in this case, the Fed told them before hand to do it....
