is that many crimes are committed by people with mental issues, especially small crimes.

I am not saying I completely agree with him, but there is a lot of problems that we exacerbate through mental health issues. There is a very poor record of dealing with these. In many cases, this is further compounded by drug use.

Heck..even tiggrr has talked about stories with dealing with people with mental and drug issues at the same time.

Just locking them behind bars is not exactly a way of dealing with the problem.

I don't know the right answer by the way, as I am far from an expert in this area.
