Those running the campaign. Those who heard of requests for 1 million tickets and instead of questioning it as being an incredible outlier they chose to publicize it. And it was an unforced error. If you say nothing and have a HUGE turnout, it is a great story. If you publicize that and have subpar turnout it is a very negative story, as we are seeing.
Rule #1 of campaign team is always control the narrative. Don't allow good news or bad new to sway you. Control the narrative. In this case they elected to spread an exciting story for a few days but it bit them hard.
