It's obviously systemic. These issues come up across the nation. In major cities and rural communities.

I don't get exactly what you're getting at. If an officer kills a citizen that should be investigated, seriously. Would the Founding Fathers not question the situation we are in, regarding the police? I would argue they would not take kindly to the current militarization.
Mayors don't hire and fire individual police officers. Many mayors have prohibited the police departments from attending the militarizing seminars. However, the officers attend (and are encouraged to attend from their direct supervisors) on their private time. Just an example.
Why do the police officers need tanks, automatic rifles, etc. while the school teachers are forced to buy their own supplies? Why are police officers called for violent assault crimes and domestic disputes and everywhere in between? Can we not create a better system to serve the populace?
To me, the main difference between 30 years ago and today, is that police officers are trained to be AFRAID of the populace.
