have been to happy if they had done that.

Or maybe I'm wrong. Perhaps they're wanting to go the route some Minneapolis councilmen want to go... disband the police force and come up with a very different system.

Perhaps that would be a good thing. The rest of the country could watch the experiment and see how it works out for them.
