'African Americans' exist.
But I can assure you it takes an amazingly well-trained and professional policemen to AVOID police brutality.
As the skill of individual policemen goes down, brutality goes up.
And even well-trained, cool-headed, fair-minded police can have an incident that goes bad when confronted with a crazed, meth-riddled lifer.
The problem isn't mostly the police, it's the presence of crazed, meth-riddled lifers.
'Cleaning up the neighborhood' is about rehabilitation of individuals and a reasonably healthy economy so that crime becomes less and less attractive.
The police simply hold the wall for the rest of us in the hopes we can reach that point for a greater and greater number of the populace.
