Or is your contention that prior to it being so declared, you are fine, but I am in the middle of 500 people. Some drunken ass-h*les far from me get violent. Who does this declaration. Am I granted time to get out of there or is my unwilling presence enough?

And I doubt a gathering must be DECLARED unlawful for it to be a riot.
