350mm people, but it sure seems that the number of very bad policing incidents falls far short of "systemic oppression" , considering whites and browns also have experienced bad policing, and no other oppressive regimes have implemented such programs as Affirmative Action, minority scholarships and grants, welfare, food stamps, Medicaid, SNAP Section 8...seems like they would bother with all that if the vast majority of the country was hell-bent on oppressing them.
