office only because they had record looses while he was in office. The people hated his polices but instead of taking it out on him they took it out on those responsible for implementing those policies.

Usually a popular leader is a boon to the party on the down ballot ticket, not Obama. People voted for Obama at the top of the ticket but then proceeded to vote against his policies the rest of the way down.
