I don't think he's ever faced a legal challenge like this.
The Rams, in their agreement with the NFL in January 2016, agreed to accept all liability that would arise.
They probably expected maybe even tens of million in legal fees and costs.
But it's now become $1-3 billion minimum.
They either have to settle, which would be hundreds of millions. Or risk going to court, which they would likely lose. In that instance they would lose everything, as well as open themselves and the entire league to discovery that the league would want private.
I could be wrong... but I just need someone to explain how $8 - 10 billion in total relocation fees and costs could possibly be worth the move?
This doesn't even include the amount he paid for 100% of the team, which probably cost him around $500-700 million from 1994-2010.
