And you can call it dumb, but how are they to know how big of a population could have had it with no symptoms when China lied and no other countries had antibody testing in place to share that or to understand it?

I think they thought the spread would be worse than it has been. If it had been worse, a larger % of the population would have been infected and they would have been able to reopen after the peak. They wouldn't have needed antibody testing at that point because there would have been enough confirmed cases. Now, they're trying to open quicker than a number of confirmed cases so they're shifting to antibody testing to hope that helps them get to that number. You can call it moving the goalposts, but it's the same idea either way.
