Many states seem to be approaching or at the point where the spread is stopping. This is not static 90. Things change and you need to adapt based on those changes. Trump realizes the best way to offer guidance on how to reopen is to talk to those at the state level who are tasked with those decisions.

Please explain why this message is being reported.
