the true story of what is now happening on the ground. So Trump decided he needs to talk to states to get the feel of what is happening on the ground. If they are going to offer guidance, he would like for it to represent the thoughts of those living it rather than those in Washington running models and making guesses.

I think that is exactly the right thing, as does the CEO I work with.
