He's wanting to stir panic, convince population that somehow a democrat like or Joe or Bernie would handle this better. Biden doesn't know what time, or where he is, so no chance. Bernie would want total govt control, making it far worse.

It's disgusting. Dems first instinct on hearing about a spending bill to address this, was to try and put abortion funding into it.

Iam wants panic, that can be turned into political capital, because dems don't have a chance without this.
