He was not submitting to the police...that is his crime, failure to obey the lawful order of the Police.

It's not that hard, if the Police tell you to follow a order then do it. They had been called upon for protection from a aggressive man who was causing panic and clearly was intoxicated.

So in Pickle and TigerMatt world just let a aggressive intoxicated person get into a vehicle and drive on down the road.
