Zelensky b/c it actually shows a quid pro quo. Combine that with evidence of the State Dept. emails showing communication with Burisma, and I'd say it's more than just a "conflict of interest". Of course Romney also has connections to Burisma, and when you combine that with his hatred towards Trump it's no wonder he's grand standing.
