and it's also a decision point. Do you want to say that if any action involves a crime, even if it's motivated by mostly good thoughts/ideas/plans then it's criminal? Or, do you want to say that if someone means well, but it turns out wrong, that it's not? It's easy to see both sides of it. A "conflict of interest" isn't necessarily a crime, but it could be. It may just be bad optics.
