that's your opinion. He's not at risk as long as the R's control the vote, and they control the vote as long as they can contain public opinion about the vote.
I'm not opining on whether he's done anything wrong, or not. It's a political process at this point. It doesn't matter. Senators are going to be slanted to whatever helps them personally get re-elected. If he stays popular enough, they can vote "no" and then hide behind it even if something comes up later. If he does something stupid and the tide turns, then they don't have that cover. Then, it's riskier for him. He's better off getting it done hastily.
