MU decided to submit a request for summary disposition after getting feedback from NCAA staffers.
Among multiple requirements for submitting to the summary disposition process (and therefore bypassing a hearing process) is that the institution agree that violations are "major" and therefore any penalties will be dictated by the so-called "Penalty Matrix" for Level 1 and Level 2. By definition, MU's infractions were Level 1.
Despite working with NCAA staff, MU's request for summary disposition was rejected by the current 4-member Committee on Infractions, which included a leading reformer. COI members rotate. It's not clear that an institution knows who will be on the COI when it decides to request summary disposition or not.
