Also, when he pled guilty to a Level-1 violation, was he unaware of the possible penalties?
Normally when people cooperate with authorities, they ask for a reduction of charges and/or reduced sentence in exchange for the cooperation. That's called a "plea agreement".
What Sterk did, however, was plead guilty to the top charge — without a deal — and throw himself at the mercy of the judge. Then, when the judge handed down a sentence that was within the sentencing guidelines, he acted shocked... as if he had no clue what the consequences could be.
It's hard to fathom what his thought process was in all of this.
