God doesn't change. Man's poorly informed perception about God changes.
God DECLARED His law which was given to Noah and his family for all people for all time.

God specifically initiated the death penalty for murder.
He specifically reinforced the death penalty for murder for the Jews. Numbers 35
Jesus rebuked a mob, NOT the government, in John 8 when dealing with the woman caught in adultery.
Jesus, God, reinforced the role of government in carrying out His punishments against evildoers, identifying them as His messengers. Romans 13:1-7
In Acts 5, God, (lest someone thought He changed and went soft while on earth as Christ), killed Ananias and Sapphira for lying.
Christ will rule with a rod of iron when He reigns on earth. Psalm 2
Who are you that you think you can unseat God and His word?
