"Venue" is a geographic concept. I.e. was the case brought in the right court in geographic terms. I.e. venue for a crime committed in Columbia is Boone County, not Jackson or some other county.
The congressional committee wants to use the grand jury proceedings as evidence. With very limited exceptions, neither it nor a court can do that. What it can do is call exactly the same witnesses as were called before the grand jury and require the witnesses to testify on the matters the committee is investigating. It can not use the grand jury testimony as evidence, it has to obtain its own testimony in its proceeding.
