if they want the discounted student tickets (and they do) then they can fulfill their end of the bargain. If they're paying full price, there's no need to track whether they are behaving like an enthusiastic student section.
The false premise slipped in here is that the students are just like any other ticket buyers. They aren't. They are being granted preferences (seat location, buying priority/convenience) and those preferences have come with understandings that they attend and cheer on their team.
Now if the school starts doing that to all customers I think that will spark a different conversation.
