Obama was big on governance by executive fiat, he failed to realize that anything created by the pen can be destroyed the same way. The legislative branch could have made this law, if he had taken that approach, but since that did not happen it was very easy to just walk away from it.

They can claim we are in it but there is no legal obligation on our part.
