That is part of the issue. Effecting an arrest often requires an escalation of force greater than the force from the arrestee in order to maintain control over the situation. Officer's don't have the option to lose a fight or simply walk away. Never an option.
When the perp drew a gun--which the officer would have probably found during a search--and used it to pistol whip the officer, the game instantly changed. The fact the perp then chose to stand over the incapacitated officer and shoot him in the neck and spine (probably going for a head shot) sealed his fate.
I hope Wesley Bell seeks the death penalty but quite honestly he is so inept he would fvck up the trial.
