drug dealers and gangs almost exclusively kill other blacks or browns. If the system were truly racist why would it stop them? If I am a true racist with the power to make these decisions I want more dealers and gang bangers on the streets not less.

It is a catch-22 for the government. If they try to clean the streets they are arresting black men and being racist. If they do nothing innocent black families are being harmed which would also be racist.
