if I read him correctly, that being he seems to think a trade deficit is automatically "bad" and should be adjusted. Assuming its just free market trade and not gross cheating like we get from china for years, then it should just be treated as free market activity. To expect trade between two countries to always balance is ridiculous and, of course, impossible.

GATT was a good idea, though it may have been violated.
