Does drug use and addiction affect those around the addict and those who have relationships with the addict/abuser? Yes, absolutely. Are these people victims of drug use/abuse? No. Ingesting a drug does not affect anyone else. If you put down drink after drink, those around you are not getting drunk, you are. If you do meth or shoot heroin or whatever, those around you are not getting high, you are.
Drug use/abuse is victimless. The user is the sole owner of his life, body, and mind, and he alone is free to make decisions about his life, even if those decisions are harmful to him and emotionally affect people in his social or familial circle. Pursuit of happiness, self-determination, you know.
