for something that was never heard in court and likely isn't a violation to begin with.

Mueller said his decision to NOT charge was not related to Trump being a sitting president. And furthermore if he wanted to charge Trump he makes that decision and lets the AG and OLC tell him no or tell him to file a sealed indictment. but we know there are no sealed indictments. and we know that Mueller did NOT make a decision to prosecute so there was nothing ever for the AG and OLC to shoot down.
