you see lots of zombie-types just out wandering around. Apparently, they turn the homeless shelters out during the day and just let them walk the streets. From my experiences there, the pan-handling crowd, while prolific, weren't real aggressive - if you just say no, they move on quickly. It kind of leads to a hardness from the folks that live there and have to deal with them everyday.
