Now, Trump doesn't have to give a formal speech, but if Pelosi blocks the transfer of "Information of the State of the Union, and recommend(ation) to their Consideration such measures as he shall judge necessary and expedient", then yes, it's a violation of the constitution.

Now, Trump can easily get around that by submitting a memo to Congress. But, if Pelosi cancels the speech, violation.
