As of Sept 2018, America imported a TOTAL if $15.4B in steel from 85 countries.

Total steel imports had decreased by 9% from 2017, but the value of that steel had increased by 8% (due to tariffs).

The $1.1B was the figure of the increased value of 2018 steel. It has nothing to do with tariffs.
