Dealing with the outcome before controlling the situation is like devising blueprints of the renovation before the house fire is put out. Until you contain the damage, how do you ever manage it with any degree of effectiveness?

I believe even Trump would agree an actual wall isn’t necessary all along the border. But until we have serious border protection and enforcement, it makes no sense to dicusss the next steps.
