Build what's required and use what tech and manpower are required to prevent illegal entry. Depart those who enter illegally.
Same way they are evaluated now - based on the criteria established for Asylum. (do you even know any of the current law on this topic?)
The gvmt is poorly suited to determine dynamically what skills are needed; HOWEVER, there is no single entity which is. Qualifications should start with desire to respect US laws and to learn/speak English. There is plenty of room for vastly more temporary workers with less restriction v. formal immigration candidates - the two connect to each other already.
The "wall" is but one part (physical barrier) of a much more complex set of tools to enforce whatever worker/asylum/immigrant standards you set.
Ignoring the border security implies "why bother" to all of the above.
