Clearly, if you needed to take some person's land/property - let's say to cut a firebreak to prevent a fire from destroying a whole town - it wouldn't be immoral, even if against the wishes of the landowner.
The problem is that it gets employed in the name of "development" that is favored by some, but doesn't really serve some higher purpose other than their hopes.
