say for not having liability insurance. They are ticketed for the violation and sent on their way with a court date. They fail to appear and a warrant is issued for their arrest. They get stopped again for another violation, "Oh, you have a warrant, I have to arrest you." They are booked and released ON THEIR SIGNATURE giving a promise to appear. They don't appear. The state has now suspended their license. They are stopped yet again. Same deal: warrant, now a suspended license, still no insurance. Taken in for booking and RELEASED ON THEIR SIGNATURE giving their promise to appear.


Ad infinitum.

Wash, rinse, repeat.
