I don't have a plan for how it would be implemented. I was just relying on the concept that if people wouldn't be turned away (save a few narrow reasons), then they would be more likely to go through the legal process rather than traverse a dangerous desert.

My philosophical position is no restrictions, but as you know, I do support all incremental steps in the direction of liberty.
