It's not a formative document of the US federal govt. I don't see the disconnect in understanding that fact, but also understanding that natural rights to life, liberty, and property are the only rights that actually exist.

No, John Locke did not set up the US federal govt. There are positive "rights" contained within the Constitution which are not rights.

The rights are: life, liberty, and property.
