not the US, the child isn't "subject to the jurisdiction of" the United States - they are still subject to the jurisdiction of the nation of which they ARE citizens and that nation can act on their behalf in legal matters in the US - as the US does for US citizens traveling abroad.
Hence, per the 14th, the child is not a citizen of the US upon birth, but rather a citizen of the nation to which the parents are citizens/subjects.
That the 14th has been abused for decades and the US federal gvmt has acted unconstitutionally just gives you something to cling to.
