ignorance and incompetence as a victim is that is still just evidence of lack of institutional control.
If Josh Selby, and Cliff Alexander, and Ben Mclemore, and Josh Jackson, and Billy Preston, and Silvia DeSousa, and etc are all actually ineligible because they were improperly paid and the compliance staff didn't have a proper system in place to effectively determine if players are eligible then that is by definition an NCAA violation of Lack of Institutional Control.
Now granted they have always gotten away with pleading ignorance and incompetence in every instance in the past and likely will do so again. But if a normal program like MU tried that kind of defense they would simply be hit with Lack of Institutional Control and put on major probation.
