I'm saying it would be taxed, and would need an exemption if not, and the compliance costs would be significant IMO.
There are additional considerations too As you say, they become "employees" and thus subject to a host of federal and state labor laws.
A per head distribution plan wouldn't take long for the stars to start complaining. Jersey sales would favor the offensive players and the bonus idea would favor even more the powers that be. Heisman and Outland winners, e.g. tend not to come from mediocre programs.
I just see a host of problems. I think there could be simpler ways to get some benefits to players without pro-type cash payments for kids who are supposed to be there for an education.
