I agree with the hammer the employers, but also hammer the violators (no citizenship ever, send them back immediately. repeat violators get no hearings just a trip back).
Remittance going back to the other countries should be taxed heavily (greater than 50%) of the remittance, to remove any incentive to come. And no bennies when here
