Trump would have told Cohen to make those payments "to influence the 2016 presidential election".
It seems to me that the implications for the campaign would have been inherently/intrinsically known regarding the making of any hush money payments. Explicitly stating that would seem to be rather silly.
Almost everything Trump and his team were doing at the time were at least partially due to the effect their actions would have on his candidacy. They would probably lose a couple of hours a day if all of their conversations included the obvious, do {this action} "to influence the 2016 presidential election".
