It seems to me that the expense shouldn't be such a limiting factor. It is expensive to train doctors, pilots, engineers and so on as well.

The costs should usually be paid by those who are being trained, or those who are desperate enough to pay up front to train those they deem most qualified.

If the pay is high enough, the students should be fine with paying those costs, and lenders should be willing to loan them the money necessary to get that education.

If the pay is not high enough, then it is really a function of what value is being placed upon qualified nurses.
