The FBI SHARING information with an over-sight committee isn't actually RELEASING that information (it's still classified.)

Since the FBI did not RELEASE the information, nunez had to go to the POTUS to get approval to RELEASE his memo (as it contained CLASSIFIED) information.

If the dems on that committee are to RELEASE a memo containing facts that might rebutt the nunez memorandum, they would have to go through a similar process.

The FBI did not RELEASE this - nunez did.
