is whether or not it's "materially different". If it isn't then no, it should not be sent to the committee for an approval process again. If it's just grammatical errors and changes both the FBI and Dems wanted then it's fine. Most likely, those were "national security" edits which is B.S. anyways.

If it is materially different then yes it should go back to the committee.
