If the house approved something - that (unedited version) is what should move forward. If a memo (or bill) is edited or altered after approval, it should go back to the house for a procedural vote before moving forward.

Did the house pubs give nunes a blanket vote to release whatever he wrote and felt appropriate to publicize?
